If your documents are issued by the Federal Government executive and administrative agencies (FBI records, Born Abroad Birth Certificates, FDA certificates, Consular reports) then the apostille will be issued in Washingthon DC by the authentications office:

FOR FEDERAL APOSTILLES, THERE IS A 2 STEP PROCESS:

YOUR DOCUMENT MUST BE PROCESSED THROUGH THE US DEPT. OF JUSTICE
ALSO, THROUGH THE US DEPT OF STATE, OFFICE OF AUTHENTICATIONS

IF IT CANNOT BE APOSTILLE THROUGH THAT METHOD, THERE IS AN ALTERNATIVE THAT YOU MAY BE ABLE TO GO THROUGH THE CLERK OF THE FEDERAL COURTS IF YOU HAVE A DOCUMENT WRITTEN IN A FOREIGN LANGUAGE, YOU MUST HAVE IT TRANSLATED IF IT IS FOR THE US THE TRANSLATION MUST BE CERTIFIED THESE SERVICES ARE ONLY FOR DOCUMENTS THAT WAS FROM THE US.
